Universal Destinations and Experiences

Universal Destinations and Experiences has confirmed plans to build its first ever European theme park and resort right here in Bedford Borough. This exciting project brings with it the promise of new jobs, significant investment, and vital infrastructure improvements that will benefit residents across North Bedfordshire.

Since first learning of the proposal, Richard has been a strong advocate, working with government ministers, Universal executives, and local stakeholders to help secure this historic investment. While there is still much to be done, Richard remains committed to ensuring that this opportunity delivers real and lasting benefits for local residents.

 

Local Engagement

Richard has consistently emphasised the importance of local engagement. In April 2024, Universal held a series of public events and consultations across Bedfordshire, which Richard encouraged constituents to participate in. The response was significant:

  • Nearly 1,500 people attended in-person events
  • Over 6,000 survey responses were submitted
  • 92% expressed support for the project

Despite this strong public backing, progress remained slow. In December 2024, Richard co-authored a letter to the Chief Secretary to the Treasury with neighbouring MP Blake Stephenson, which you can read here. Richard remained optimistic that the project would eventually be given the green light, and was pleased when, in April 2025, Universal officially announced plans to build their first ever European theme park in Bedford Borough.

 

Economic Benefit and Infrastructure Investment

Universal’s plans are ambitious and the project is expected to deliver:

  • 20,000 jobs during the construction phase
  • 8,000 permanent jobs once open in 2031
  • A projected £50 billion contribution to the economy by 2055
  • Around 8.5 million visitors in its first year

Crucially, the development includes major infrastructure upgrades that Richard has long campaigned for, including:

  • The expanded construction of Wixams railway station
  • Direct slip roads from the A421 to ease traffic flow
  • Improvements to local water systems, roads, and public services

Richard is clear that while the benefits are substantial, practical concerns must be addressed, including clarity about how our transport networks, housing, and environment will be properly supported throughout construction and beyond.

 

Next Steps

In July 2025, Universal submitted its formal planning application to the Ministry of Housing, Communities and Local Government. This includes a comprehensive Environmental Statement and detailed proposals for the site at Kempston Hardwick.

A public consultation ran from 3rd July to 31st August 2025, giving residents the opportunity to review the plans and share their views. Richard encourages everyone to stay engaged and informed as the process continues.

With construction expected to begin in 2026, Richard remains focused on ensuring this project delivers lasting benefits for residents of North Bedfordshire.
