A428 Timeline

National Highways has recently provided an update on the Black Cat roundabout development.

The examination stage for the Development Consent Order has now ended and over the next couple of months, the examination authority (appointed by the planning inspectorate) is considering all the evidence they’ve heard. This includes all the many questions and representations from local communities, the public, local authorities and interested parties.

They will then make a recommendation to the Secretary of State for Transport on whether the improvements should go ahead. The Secretary of State has a further three months to decide whether to grant or refuse development consent. This decision is expected to come late summer. If all goes to plan construction will start either later this year or early next, with the new road opening in 2026.

National Highways will continue to talk and listen to local communities, local authorities, elected members, parish councils and other interested parties along the route of the proposed scheme.

Archaeologists will continue to explore areas affected by the improvements. ‘Field 44’ near Tempsford and the Black Cat roundabout has already uncovered evidence of an ancient farm. It shows an incredible glimpse through time to see how life has changed over the last 6,000 years.

As well as archaeology, ecological surveys and ground investigations will continue to inform the detailed design.

To keep up to date with the improvements, please check the National Highways website here.
