Government publishes contingency policy proposals for covid certification

On Monday, the government published the policy proposal for mandatory vaccine certification in certain settings as a contingency measure under the government’s Autumn and Winter Plan, in the event that that the NHS is likely to come under unsustainable pressure. The government is asking for views on its proposals by 12 October will be engaging with businesses and key stakeholder representative groups.

Richard Fuller, MP for North East Bedfordshire, said:

There is, as yet, no mention nor any confirmation of a parliamentary vote prior to introduction.

Although the thresholds noted are not onerous, such as 500 or more attendees for indoor settings and 1am-5am opening hours, implementation of domestic Covid passports would represent a significant shift in the role of the state and would in practice be, though unintended, significantly discriminatory.
