Richard speaks in Nationality and Borders Bill debate

On Tuesday Richard Fuller MP spoke in the debate on the consideration of Lords' amendments to the Nationality and Borders Bill to raise his concerns that the past crimes of children, often committed under severe duress, should not be weighted so heavily when making current public order assessments.

Richard commented:

Public order assessments are used to determine whether an individual may or may not be excluded from protection under the provisions of the Bill and during the debate, I argued that an assessment of current risk would be more appropriate and remove one of the moral hazards contained in the Bill.

On questioning both the Minister and Shadow Minister, I discovered that almost half of cases would require intervention by the Home Office to make the very difficult decisions on exclusion or not, with a high corresponding element of risk involved.
