The week the government presented the Leasehold and Freehold Reform Bill to Parliament and it was given its First Reading on Monday 27 November 2023. MPs will next consider the Bill at Second Reading on Monday 11 December 2023.
Over the last year, Richard has been campaigning for reform of freehold management charges and was delighted when the King's Speech included measures to reform this area.

Overall this is a positive start and I look forward to contributing to the debates on this Bill to ensure the final legislation offers sufficient security to homeowners who are subject to estate management fees, in respect of transparency of costs, quality of delivery and accountability of the estate management companies.
The current system of freehold estate management charges has resulted in unreasonable charges, a lack of transparency, poor services and a lack of accountability. Many constituents have been in touch with Richard to recount their concerns about the way in which management charges are being levied. In October, working with local councillors, Richard delivered a petition to 10 Downing Street calling on the government to ensure that reform to freehold management charges was included in the King's Speech.
