The Conservatives secured a u-turn from the Government on powers to punish fly-tippers. The Conservative Party tabled an amendment to the Crime and Policing Bill to hit drivers who litter from their vehicles with penalty points on their licence.

This change would require the Secretary of State to consult on establishing a system for those who fly-tip or leave litter to receive penalty points on their driving licence.

Richard Fuller MP said:

For some reason, Labour MPs voted down this measure at Committee stage, but the Labour Government finally caved into pressure to implement our measure. Months after the Conservative Party tabled these amendments, in March 2026, the Government finally announced fly-tippers could face points on their license.

The Conservative also tabled an amendment to give police the powers to seize vehicles used for fly-tipping. The Labour Government failed to support this and instead introduced guidance for local authorities on how to seize and crush vehicles used to dump waste. The Conservative Party do not believe this measure is strong enough but will continue to push for more police powers to seize vehicles.
