Animal Welfare Strategy: January 2026

Thank you for contacting me about the Animal Welfare strategy.

The last Government took decisive action to improve animal welfare, such as banning the export of live animals, including cattle, sheep, pigs and horses for fattening or slaughter, with the Animal Welfare (Livestock Exports) Act 2024 and increasing the maximum prison sentence for animal cruelty from six months to five years with the Animal Welfare (Sentencing) Act 2021. Furthermore, animal sentience was enshrined in law through the Animal Welfare (Sentience) Act 2022, thereby establishing the Animal Sentience Committee, which ensures that any new legislation pays due regard to animal welfare. 

I am glad this Government has finally published the Animal Welfare strategy for England, despite significant delays.

As stated by Robbie Moore MP, Shadow Minister for Environment, Food and Rural Affairs, while a good proportion of this strategy is welcomed, there are significant concerns around how this will impact the farming sector. Given the added financial pressures that these reforms will place on the farming industry, proposals must be evidence-based and developed in close consultation with farmers, animal welfare organisations, and the wider public. I hope that the Government can work with farmers to reassure them that any proposals will be implemented in a practical, affordable, and effective way.
